Associate Professor, University of Hawaii, Manoa
Dr. Winter is an Associate Professor and Graduate Chair of the School of Communications at the University of Hawai‘i at Mānoa. She received the MLIS and PhD from the University of Hawaii (Communication and Information Sciences). Her research focuses on communication policy and planning in ubiquitous network societies, in particular privacy in the context of the Internet of Things. A related area of research focuses on communication rights and community informatics.
Dr. Winter has been selected four times to participate in the National Science Foundation’s Team for Research in Ubiquitous Secure Technology WISE workshop. She teaches courses related to information and communication technologies and policies, emphasizing mobile communication and the Internet in Hawaii and the Asia-Pacific region. Prior to joining the School of Communications, she worked for the Center of Excellence in Disaster Management and Humanitarian Assistance.
