Victor Doniants is General Manager of Zond Holding JSC – Russian Regional Satellite Service Provider. Prior to becoming General Manager he was responsible for corporate strategy and innovations in Aerocom and Ramsatcom  - Moscow based satellite telecommunications companies. Before joining Aerocom in 1991 he was Senior Researcher at the Institute of Information Transmission Sciences of USSR Academy of Sciences.

He received the Ph. Degree in Electrical Engineering from the Institute of Control Sciences of  USSR Academy of Sciences (1980) for research in systolic arrays architectures. In 19983 Victor Doniants was awarded academic title of Senior Researcher from USSR Academy of Sciences, in 2010 -  honorary diploma from the Russian PTT for his contribution to the development of satellite communications.

Medium Earth Orbit Satellite Communications Systems (SCS) for Global Internet Access

Abstract

A non-geostationary Satellite Communications System (SCS) for high-speed Internet access in areas where it is technically impossible or excessively expensive to provide Internet connection using conventional methods such as fiber-optic communication lines or geostationary satellites. The project’s goal is to contribute to solving the digital divide problem. Unlike the existing MEO system O3b, whose communications satellites are located only in one orbital (equatorial) plane, the proposed system has as many as three orbital planes, each of the planes having a non-zero inclination of 82.5°. The innovativeness of the orbital constellation consists in selecting the time (phase) shift between the communications satellites both within the same orbital plane and between the communications satellites in the adjacent orbital planes in order to optimize continuous coverage in populated areas on the Earth’s surface. Additionally, in selecting the orbital parameters, the goal is to minimize the impact of the Earth’s radiation belts. With the aim of improving the energy performance of radio links, it is planned to use a cluster of steerable Ka-band satellite antennas with a narrow radiation pattern for each antenna (unlike the antenna system of a geostationary communications satellite using a cluster of feed antennas). This design solution greatly simplifies efforts to stabilize the pointing of MEO satellites.
