Joel Ogren is the Chief Operating Officer for Ocean Networks, Inc. His primary responsibilities include design, construction and operational management of the next generation submarine fiber optic cable system of Ocean Networks South American Pacific Link (SAPL) system connecting Jacksonville, Florida and Hawai‘i to Central and South America.
Mr. Ogren’s experience includes positions at the Applied Research Laboratory at the University of Hawai‘i, the Applied Physics Laboratory at John Hopkins University, SES/IPA at the Defense Information Systems Agency (DISA), and other industry/government leadership positions. In these positions, he was responsible for the technical implementation of a wide variety of systems, defining emerging challenges, characterizing the operational context for future systems, and identifying future system capabilities and requirements. Mr. Ogren was responsible for providing leadership, operational management, advocacy, policy, and operational readiness to ensure that the critical systems being developed were highly integrated into secure, resilient, and diverse telecommunications systems.
