Donnie Defreitas has three decades of experience in the telecommunications industry, focusing mainly on policy development and regulation of the sector.
He holds a Masters in Electronic Engineering from Institute Superior Jose Antonio Echeverria, in Havana, Cuba. His achievements include the playing a leading role in negotiating with Cable and Wireless for the termination of its monopoly in the Caribbean and the establishment of the Eastern Caribbean Telecommunications Authority (ECTEL), the regional regulatory body for the Organization of Eastern Caribbean States sub-region.
Regulator for Samoa, for 2009 to 2015 he now serves as Director of the Pacific ICT Regulatory Resource Centre (PiRRC). PiRRC, a World Bank funded project housed at the University of the South Pacific, PiRRC has a mandate to provide support for Pacific Islands Countries in ICT regulatory matters.
